The PA Route 23 study is currently in the documentation phase wherein the
impacts from the alternatives considered in detail are quantified and analyzed.
The Project Team is currently preparing the Draft Environmental Impact Statement
(Draft EIS).
This website is designed to provide you with the project history and the latest

PennDOT recognizes the unique nature of the Route 23 Study Area
and is committed to finding the best solution that meets the project needs
while balancing the potential impacts. In March 2004, PennDOT identified the
PA 23 EIS Project as one of 12 projects statewide that would be reevaluated
to find ways to reduce construction costs and environmental impacts, while
still meeting the long-term transportation needs and maintaining quality of
life to the greatest extent possible. This approach is referred to as Right-Sizing.
